The base interface for LoadBalancing traversal.
<p>
LoadBalancing observers MUST derive from <a class="el" href="classNL3D_1_1IBaseLoadBalancingObs.html">IBaseLoadBalancingObs</a>. This observer:<ul>
<li>leave the notification system to DO NOTHING.<li>leave <a class="el" href="classNL3D_1_1IBaseLoadBalancingObs.html#z529_0">traverse</a>() undefined</ul>
<b>DERIVER</b> <b>RULES</b>:<ul>
<li>implement the notification system (see <a class="el" href="classNL3D_1_1IObs.html">IObs</a> for details).<li>implement the <a class="el" href="classNL3D_1_1IBaseLoadBalancingObs.html#z529_0">traverse</a>() method.</ul>
