NB: If the stream doesn't support the seek fonctionnality, it throw ESeekNotSupported. Default implementation: { throw ESeekNotSupported; }

offset is the wanted offset from the origin.
origin is the origin of the seek
Returns:
the new offset regarding from the origin.
